Pakistan’s Chief of Army Staff, Field Marshal Asim Munir, has reiterated that the authority to sanction jihad rests solely with the state, not with individuals or groups.
Addressing a security-focused gathering, he stressed that misuse of religious concepts by non-state actors has contributed to instability and violence. He underlined that terrorism cannot be justified under any religious or ideological pretext.
During the address, Field Marshal Munir also highlighted Pakistan’s concerns over cross-border militancy, noting that a significant proportion of militants linked to Fitna-al-Khawarij are Afghan nationals. He said Afghanistan must make a clear choice between supporting Pakistan’s counter-terrorism efforts or allowing militant networks to operate.
Officials say the remarks reflect Pakistan’s long-standing stance that regional peace depends on strong state authority, rule of law, and coordinated action against extremist groups.
